Secretary of State for Social Security, Government of Portugal

He has an academic background in Law (degree in Law and a post-graduate in Administrative Law from the University of Lisbon). He is Secretary of State for Social Security in the XXIII Government.

He was Secretary of State for Social Security during the XXII Government (2019-2022). From 2016 to 2019 he was Vice-President of the Institute of Social Security, responsible for the overall supervision of benefits assignment and contributions recollection. During that period, he was the Portuguese Representative to the Social Protection Committee (SPC) and the national alternate member to the Economic and Social Council. From 2011 to 2012, he was Director of the Department of Identification, Qualification and Contributions of the Portuguese Institute of Social Security. From 2007 to 2010 he acted as Technical Counsellor at the Portuguese Delegation to the OECD in Paris, following the activities on education, employment, labour and social affairs. He served as Policy Adviser to several members of Government in the areas of Social Security and Social Equipment and he was Head of Cabinet of the Minister of Labour and Social Security from 2005 to 2007. From 1998 to 2002, he was Director of the Criminal Offences Unit at the Institute of Financial Management of the Social Security central services. He has been collaborating with the ILO in capacity-building projects in Portuguese-speaking countries in Africa and East Timor.

During her recent professional career, she has been Member of the Technical Investment Committee of the Corporate Capitalisation Fund of the Azores, managed by Banco Português de Fomento (2021); Business Consultant (2019-2021); Member of the Assembly of the Portuguese Republic (Portuguese Parliament), 2015-2019; Vice-President of the Parliamentary Group, Member of Parliamentary Committees on Environment and Local Authorities, and European and Foreign Affairs, and Coordinator of the Tancos’s Committee of Inquiry, 2015-2019; Deputy Secretary of State and National Defence, 2013-2015. Throughout her professional activity, she has carried out several works in the various areas and sectors to which she has been linked, having also participated in commissions, representing the Autonomous Region of the Azores, and has participated with several presentations at regional, national and international conferences (communities of emigrants and Community institutions).
